A first-half Henry Slade effort out wide cancelled out Wales’ only try, scored by centre Johnny Williams, before prop Mako Vunipola powered over for his first international try in four years.
After some early misses from the tee, skipper Owen Farrell also slotted four penalties at Parc y Scarlets as England pulled away from their old rivals.
Sam Underhill excelled in the back row for the visitors, while Vunipola, his younger brother Billy and Maro Itoje also shone in a strong pack performance by the Red Rose.
The victory sealed a 100 per cent record in Group A for Eddie Jones’ men, setting up a decider against Group B victors France at Twickenham next Sunday.
